Dr. Neil Lowe, Ph.D. 

Chief Risk Officer – Dr. Neil Lowe is an accomplished global risk strategist and public policy advisor, currently serving as In-House Counsel and Global Head of Risk at Anchor Group NA Corp. With over three decades of experience, he has advised governments, multinational corporations, and NGOs on enterprise risk, regulatory compliance, strategic communications, and public health resilience. His leadership at both Deloitte and  GCH Global Advisors as Managing Director and Chief Industry Advisor helped shape transformative
healthcare and trade policy across international markets. Dr. Lowe is known for designing risk mitigation frameworks that protect operational integrity, elevate brand equity, and align organizational systems with global policy demands. A former Special Advisor to the World Health Organization and the White House Office of HIV/AIDS Policy, Dr. Lowe brings unique expertise in infectious disease policy, crisis communications, and systems integration. He has held senior roles in major M&A initiatives, including the Deutsche Bank/Bankers Trust merger and the HP/Compaq integration. A decorated graduate of the U.S. Army Command and General Staff College and Brown University, Dr. Lowe combines military precision, political insight, and corporate acumen to address the world’s most complex governance and risk challenges. His work continues to empower institutions to navigate uncertainty, advance equity, and deliver measurable global impact.
